That means “best UV Index for tanning” doesn't have one universal answer. The WHO Global Solar UV Index (Practical Guide) groups the scale into five reporting categories that describe rising potential for harm from unprotected exposure — they aren't a ranking of “good” or “bad” tanning conditions.

    Moderate

Categories above summarise the level of potential harm from unprotected exposure. They are not tanning recommendations, and no category makes tanning risk-free. Current public messaging sometimes groups protection guidance more broadly (for example, WHO's public Q&A groups action into 0–2, 3–7 and 8+). Higher isn't automatically better

Higher UV means erythemally weighted UV intensity is higher, so a given UV dose accumulates faster. That doesn't automatically translate to a “better” or “faster” tan: tanning is a skin response that varies by phototype, and the potential for skin damage rises in step with intensity.

  • "Higher UV = better tan." Higher UV means UV dose accumulates faster, which also means potential for skin damage accumulates faster. It isn't a straightforward speed-up.
  • "There's one UV number that's safe for tanning." There isn't. No UV Index makes tanning risk-free, and the same UV means very different things for different skin types and different sun-protection choices.
  • "Low UV means you can't tan." Skin can accumulate a UV dose at any UV level above zero. Lower UV usually means longer to accumulate a given dose — not zero.
  • "SPF just lets you tan for longer." SPF is a protection number, not a time multiplier — the U.S. FDA explicitly states SPF is not directly related to time of solar exposure.

Should you tan when the UV Index is high?

Higher UV means more intense sunburn-producing UV, so unprotected exposure builds UV exposure faster — the potential for skin damage over the same clock time increases. That doesn't map to a universal cutoff for “acceptable” tanning UV.

The reasonable takeaway: at higher UV, err more conservative with session length, use appropriate broad-spectrum sunscreen and reapply per the product label, and use shade, clothing and eyewear per public-health guidance. Is low UV useless for tanning?
